Innovative Business Model Meeting Social Needs
The SE field in HK is still in its initial stage, but one can observe its remarkable growth in recent years. As at the end of January 2006, there are 43 NGOs assisting or undertaking 172 SE projects. They participate in 37 types of businesses.
Year 2001 is a watershed of the SE history in HK. Before 2001, some NGOs serving persons with disabilities started to set up businesses to create job and training opportunities for their clients. These NGOs are the pioneers of SEs in HK.
In 2001, a ¡§Seed Money¡¨ project was introduced by Social Welfare Department. A 50 million non-recurrent fund is granted for NGOs to set up social enterprises to employ people with disabilities.
Meanwhile, a substantial number of low-skilled workers are displaced by the labour market under the context of economic restructuring. These workers are being marginalized or forced out from the market. Accordingly, a variety of non-mainstream economic activities, including SEs in forms of co-operatives and community economic development projects are initiated by NGOs and continue to flourish in recent years.
Apart from the above SEs, some SEs do not directly create job opportunities for the disadvantaged groups. But they also adopt business model to attain social missions.
